In this beta issue of The China Tech Letter's Afternoon wrap: China expects full 3G coverage in 2010; more subsidies are on the way for electronics companies, as well as new policies to promote credit card use; and Sony takes a hands-off approach to implementing the controversial Gree Dam software.

1) MIIT: By end 2010, China will have full 3G coverage
- At an industry forum, MIIT official says China will complete the full rollout of 3G infrastructure before the end of 2010.
- Says it’s not only an opportunity for the infrastructure players, but also for content developers, software makers, outsourcing companies and other related businesses.
- Official notes that consumers want integrated delivery of telecom, broadcast and data services. Before this can happen, he said government and business still need to study issues related to the sharing of infrastructure, information and operational resources.

- 在通信产业报社主办的“2009中国电信业信息化论坛”上,工业和信息化部息化推进司副巡视员张宝泰透露,2010年底之前三大运营商基础设施建设可以100%的提供3G-服务
- 这不仅对设备制造企业带来机遇,同时也拉动了文化产业、动漫产业、软件外 包及相关服务业的发展
- 张宝泰分析指出,近年来广大消费者十分关注三网融合的问题,都希望三网融合早日实现,越来越多的消费者希望通过一条线路享受到电话、广播、数据等高科技服务.但仍有信息化深层次的问题需要电信企业和相关部门进行更详细的研究,包括信息资源共享、基础设施共享,还包括运营商的运营共享.
2) China drafting more policies to stimulate domestic consumption
- The Ministry of Commerce is working on additional measures to stimulate consumption among Chinese, ministry spokesperson Yao Jian said yesterday.
- The three main policies are focused on upgrading home appliances, reducing the cost of electricity to businesses and expanding credit card use. The latest home appliances policy announcement came out this month, offering a 10% subsidy for trading in old appliances, but the final details have not been clarified. (Known as “yi jiu huan xin,” this policy follows another electronics subsidy program – jia dian xia xiang – which offers 15% subsidies to rural Chinese who buy certain items, such as handsets, TVs, PCs and washing machines.
- The ministry also aims to level the pricing structure of electricity -- currently, businesses pay about 30% more than industrial users. Some cities have already implemented the changes.

- 商务部新闻发言人姚坚昨日表示,商务部正在酝酿多项促进消费的政策措施。
- 这几项措施的关键词是“以旧换新”、“商业用电电价 ”和“信用卡”。
- 姚坚还透露,流通企业的电价将进一步下调,逐步实现商业用电和工业用电的同价。目前,中国电价对居民用电、商业用电和工业用电分别定价,且各地电价不同。据测算,全国平均商业用电价格比商业用电高出30%左右。此前,部分省市已实现了商业用电与工业用电同价。
3) Sony adds disclaimer to first batch of “Green Dam” PCs
- Sony is attaching a disclaimer to PCs selling in China that include the controversial Green Dam porn filtering software.
- Sony said it will not guarantee the content, function, service or any other characteristic of the software, nor its legitimacy, authenticity or safety.
- So far, other PC makers have not taken this step yet.

- 在部分标注为5、6月份出厂的索尼“VAIO”笔记本电脑中,额外附有一份针对“绿坝”软件的免责声明。目前其他品 牌电脑暂未有类似措施。
